If you are sure your CPU is stable then try this, if this fails then either your ram just will not run that high or you need to take the ram out of it so we can be sure your CPU is stable.
To do that you would set ram to all Auto except the first 4 and use 666-24 on those. If that fails then your CPU is not stable or you need more volts to your ram

May actually just need 666-12 or 666-15 above to boot. Did you try this? If so you ram just may not do over or close to 1066. What amount of ram is this 2x1 or 2x2

What did you do to cause that? None of the above settings should have caused that at all, you sure you did not set Static tRead to low?
Try unplugging your PSU and Putting a Hard drive or optical Jumper on the Clear CMOS pins for 20+ minutes. Then remove all ram but one stick in slot one. And remove the jumper and plug your PSU back in and start the system

Sounds like it is. Did you try starting it with each 1GB stick at a time in slot one? Maybe one of them is dead from you trying to overclock them so far... Or all of them? Can you test them on a different board to be sure?
Do you have other ram to try in your board?\
Can you also try to start it with NO Hard Drive connected.
Do you have a floppy already connected? It HAS to be already setup before now. If so you can blind flash the BIOS.
