"C2/C2E & C4/C4E State Support" why disabled?

i own GA-EP43-DS3L and so i've seen lots of bios setting threads here and these settings are always kept disabled. so i was wondering what is that i know that there are power saving methods so why not enable them?

Because most users are overclocking and Those type of features make overclocking unstable as the Board changes voltages on you when it wishes to

If you are not overclocking you can leave them enabled
