You will probably need to clear your CMOS and try to boot with a minimal hardware setup.
Follow the procedure from the BIOS Flashing - A "How To ~ Qflash Guide" thread. Clearing the CMOS is covered in the 2nd post.
You should try booting with only one memory module in slot #1.
Once you can enter the bios, you need to load OPTIMIZED bios settings and then save settings and exit. Then you need to re-enter the bios and make sure that the DRAM voltage is properly set. There are probably a few other bios settings that will need to be set before you can use both memory modules (8GB total).

Follow the suggestions in this thread for adding a detailed hardware list to your forum signature and include a link to the specifications for your memory from the manufacturer's website.

try re-seating your cpu heatsink too,if its not on propperly cpu will overheat and it will go into a thermal shutdown and loop,look on the onboard led clock if everythings ok it will show ff,if its a ram problem it will show c1,also only install the ram in the white slots

Have you tried removing your motherboard from the computer case and booting with a minimal hardware setup?
Can you borrow another psu to test with?
Can you test with a different brand/model/size of memory?
Do you have a cpu case speaker hooked up to your motherboard?

On rare occasions, their are compatibility problems with a mobo and the psu.
This can happen with brand new components, even if the psu works fine with a different mobo.
