Do I have to reinstall Motherboard chipset and MOBO video chipset each time I reformat my Harddrive? Dumb question I know but help? I figured maybe so since the chipset is installed in my Windows 7 environment.

Yes, you would need to do that if you format. Although some OS already install generic drivers for certain things, you would still want to replace those and install other additional items that the OS will not install until you install the chipset drivers.
