ASROCK N68C-S - Freezes on Asrock boot screen

Good day. I'm having problems booting my pc. My mobo is a ASROCK N68C-S and it freezes on asrock boot screen. What I'm trying to do whenever this happens is I just turn off of my cpu and turn it on again. And it will boot again to windows. My question is. Is this a hardware issue or do I need to flash my bios or if it's a hardware problem. If it's a bios problem can you please give me a link for the latest vios updates for my mother board.
