DVD-ROM Question

I'm planning on getting a DVD-ROM soon and I have a question about regions. Are all DVD-Rom's region free? If not, how would I be able to make it region free?

How about backing DVD's up, legal? How would I backup a DVD?

I plan on getting an Aopen or Lite-On DVD-ROM.
