Resfresh Problem

I'm running a GeForce3 Ti500 with the latest official nVidia drivers (40.91).

For some reason the screen keeps refreshing as though it is changing resolution or refresh rate every 10 seconds or so. It is driving me mental.

Does anyone have any suggestions?
