so using those instructions on page 50 what is the differance between Turbo 30 and Load Optimized Cpu settings?

Would I be better off using the math and using the latter?

I don't know for sure. You may want to try them and see. If you have any problems you can always clear cmos or load bios default settings. Watch temperatures. Find a temperature monitoring program in Windows like HWMonitor→CPUID - System & hardware benchmark, monitoring, reporting
After installing you can open HWmonitor set minimize it to run in the back ground run stress tests. Then open it and see what your maximums were. Stress test programs sometime just record cpu temps not all of them like HW monitor shows.
Check for system stability then try another setting. It really depends on alot to find your best setting.
CPUZ is another handy monitoring tool These are different programs from above→ CPUID - System & hardware benchmark, monitoring, reporting

GPU OC will not help much.
You would be alot better off just purchasing a good video card. The onboard graphics is the bottleneck on your system. Onboard Graphics are very poor. A Radeon HD5850 would give your system an awesome boost in performance. Wvwn without overclocking. Overclocking with onboard graphics is kinda like watching an old micky mouse rerun on a blue ray High Def. It does not matter how fast the memory and cpu are. The onboard graphics are only in 64bit memory bus speed if that. Find a video card with 256bit memory bus speed or more. It will make a huge difference.

Odd! As you can see it shows on mine by the photo above. OK try AMD overdrive and let us know how that goes.
