unplug everything except motherboard connectors (inside the case) and turn it on.
touch it :) ,and if it happens again its or the mbo or the power supply.
maybe the house/flat grounding is poorly made /or old?

try with different power supply,if you can.

    yes.
leave only mbo connector ,and go from there.
less devices connected ,less potential problems.
and if it happens again(to be sure, try 2 times,no more!) its ether mbo or psu.
if its not those two, then maybe some add-on card is making problems(sound card, wifi ,etc..)
eliminate the problems step by step.
IMHO,the dvd drives and hdds arent the problem.
also check the lcd cable connector, does it touch the backplate of mbo?

first answer this - Do YOU feel electric when you touch the case?

no nothing, wondering if it could be static electricity? it only shuts down the monitors not the pc?

    ok,that was the main part
    better safe then sorry.
it can be static elec. ,but to turn off your monitors?
try what i wrote earlier, there must be a reason why...

or you are the reason, some people can "attract" st.el. more, and it bursts when you touch metal things, like door knobs, cases etc...
