    Hi ZebbEDY,

Let's start with the easiest fix first. Hopefully it works.
Lets reset the bios (Clear CMOS)
    1.Turn Off PC
    2. Take out the motherboard's battery, count to 60.
    3. Put battery back in place
    4. Turn PC back on

and step 5: Post back, to let us know if this fix worked or not.

Also just to make sure. I know you said, you already check all the power cables.

Please recheck if you have a power cable connected in the 4pin connection. It is between the parrallel port and the cpu socket.
If you have the CPU fan installed, it might be a little bit hidden. So can be easily forgotten about.

    Keep me updated.
