    Default adjusting fan speed

    specs:
    ASRock M3N78D
    Phenom II x6 1100T
VGA: winfast Geforce 8500GT(looks like this htt p://p.gzhls.at/255489.jpg )

i changed the stock cooler from the proc with an htt p://www.deepcool-us.com/Product/ICEEDGE400_FS/ and the passive cooling from the vga card with a htt p://www.deepcool-us.com/Product/V2000/

now i have a problem, the amd stock cooler was at 2500RPM idle and ~8000RPM full load
the ice edge cooler has 2000RPM and my pc keeps it AT 2200RPM...
the vga has 2500RPM and my pc keeps it AT 2700RPM...
how can i modify the speed of the coolers so them aren't that noisy and keep balance between temp/rpm not like REALLY_COOL/FULL_SPEED
i tried with speedfan but them aren't modified and tried tweaking/disabling amd cool'n'quiet but no result...

ofc, sorry for my really bad english :D
