    Unless there are any specific reasons as to why this won't work for you, have you considered simply running Win98 in a Virtual Machine?

    You can use Microsoft Virtual PC 2007 with XP and Vista (not Windows 7), and it will offer almost the same functionality as a real OS install. The only thing you can't do is use specific legacy hardware. No legacy hardware is needed for the VM to run as it uses software to create these devices and the virtual PC software to map them to your current hardware. So the only time this wouldn't be ideal is if you have for example, an old video capture card that works with Win98 only and want to be able to use it. In that case a native Win98 install is needed.

    As far as I know, the following VM and Win98 VM image contains all you need, and includes sound support, along with the emulation of a 4MB S3 PCI graphics card. It's USB aware etc too. Digiex Exclusive: Premade Windows 98 Virtual Machine for use with older games

    I've used it myself in cases where I've wanted to play an old game that wouldn't install on a 64bit version of Windows (even with compatibility modes selected). Obviously, if the game requires more GPU power than the emulated/simulated S3 4MB card can provide, it won't work well.

    Generally I am against virtual for some reason. But I downloaded and installed the above because virtual works are always interesting. I'll keep them for special purposes. Thank you for the link again.
