It looks like your psu is a cheaply made, no-name, bottom of the barrel unit that probably can't deliver anywhere near 450 watts.
There are many high quality, reasonably priced 500 watt power supplies make my Antec and Corsair and others.
Before you buy a psu, you need to read reviews from the best psu websites, such as JonnyGuru, HardwareSecrets, HardOCP, PCPER and TechPowerUp. Avoid all review sites that only use a DMM (digital multimeter) and/or software monitoring programs. Some major brand name psu manufacturers make low end power supplies that don't put out their advertised power and sometimes have excessive electrical noise (ripple) and/or voltage regulation that barely meets industry specification limits.

Buying a cheaply made psu can possibly kill your hardware.

Sorry, I figured this was a very old unit and didn't think about the warranty.

also, the psu can store a lot of energy, you wouldn't believe how many pc techs die each year from working on computers. They are usually working alone when this happens and have no help.

Normally I pull the power cord and tap the power button a few times to make sure power is drained and never touch any of the components directly.

So, if you want to be safe just try to borrow a psu for a quick test and don't open the power supply.

I don't find anything on that psu at all. It has a few approval listings in the lower left corner.

Did you try to remove your components and bench test your system outside of the case? It could be a grounding issue.

My five year old Antec EA500, 500 watt psu was one of the best performing power supplies in its class, with the following ratings:
    Max load:
    +5V ---- 20 amps
    +12V1 -- 17 amps
    +12V2 -- 17 amps
    +3.3V --- 20 amps
    -12V ------ 0.8 amps
    +5Vsb ---- 2.5 amps

Modern systems need much higher current (amps) available from the 12 volt rails.
The iPoint psu has a much lower 12 volt current rating and isn't suitable for modern systems.
Use your old psu as a low tech door stop.

it should be in the bios somewhere under cpu or advanced cpu configuration,c1e eist c3/c6 turn them all off and see if noise stops,as for psu theres nothing wrong with it at all or your mb,its just some combinations of power supply and motherboards produce this electrical inerference noise,i had exactly the same thing with my psu in sig but its a cheap unit, switched it to another psu and noise stopped so i know its psu thats causing it

this is the model psu i switched to and can confirm no noise at all on three different motherboards problem is i dont think they ship worldwide you would need to ask

No offense to NovaTech, but have any quality psu review sites done a thorough evaluation on their models that include:
    • ambient temperatures at least 40o (C)?
    • putting 20% - 100% loads on the psu to ensure that voltage regulation and ripple are well within spec?
    • verifying that the power supply delivers 100% of its rated output and remain within spec?
    • stress tested each model at 80% of rated load for several hours?
    • tested for proper OCP (Over Current Protection)?

On this side of the pond, there are many customer reviews for cheap, POS power supplies that I wouldn't give to my own worst enemy.
Using a 150% dollar/pound exchange rate, it looks like the NovaTech units are reasonably priced.
Do they have a 5 year warranty?

Novatech Power Supplies from Novatech by Price Desc lists the NovaTech branded power supplies, priced from high to low. Their ATX 2.3 model prices seem to be similarly priced to quality power supplies in the U.S.A. Some of their older ATX2 models look scary cheap. It all depends on who they use as the OEM for each model. The are name brand power supplies sold by many of the major hardware companies, where some models are mediocre at best, and some are quite good. Almost all companies use two or more O.E.M suppliers for their psu model lines.

A 2 year warranty? O ye of little faith.
Corsair and Seasonic offer 7 year warranties for some of their top of the line models.
My three cents; if the price seems too good to be true, it usually is and you get what you pay for.
I'll get down off my soapbox for now, before I fall off or someone pushes me off.

    @wazza300

There's nothing like "c1e eist c3/c6" in all the BIOS menus I have browsed, have you seen the bios screenshots I posted earlier in this thread?

I did'nt take a screenshot of the Advanced CPU Configuration, so here it goes:

    Overclock Mode - [Auto]
    CPU Frquency (Mhz) - [266]
    PCIE Frequency (Mhz) - [100]
    Boot Failure Guard - [Enabled]
Boot Failure Guard Count - [3]
    Spread Sectrum - [Auto]

    Ratio CMOS Settings - [9]

Intel (R) Speedtest(tm) tech. - [Disabled] set to disabled
Enhanced Halt State - [Disabled] set to disabled
CPU Thermal Throttling - [Enabled] set to disabled

i think its these three main things,if you still hear noise after disabling all these then might need to test with another psu,can be graphic card too that causes it but more likely to be psu,re enable those settings if it doesnt stop the noise
