Unhappy PC won't turn back on, but fans run.

I'm leaning towards my motherboard being the problem here, as nothing is overheating, and my fans - who all take power from the motherboard - all still run when I try to power on.

Everything was running fine, until this morning when I went out of my room to get breakfast, and when I came back in it was turned off. But on closer inspection, the fans inside we still running, and my internal hdd was still spinning, but there was nothing on the monitor and the lights on my mouse were off.
Thinking it might be something to do with how I set utorrent last night to turn off my computer when downloads have finished, I tried turning it all off and turning it back on again, but all that happened was that the fans all start spinning again, but no sign of life from the monitor, keyboard or mouse.
It did however, on one boot up attempt, get to my desktop for a second and then turn off completely. Apart from that, nothing. The Dr. Debug LED display won't display anything either. My power light on my case does turn on like it should.

    So far I've tried:
    - Unplugging all the power cables from the motherboard and psu and reconnecting them
    - Taking out the RAM and booting (nothing happens, no beeps or anything)
    - Clearing CMOS
    - Taking all cables out and holding the power button for 30 seconds to apparently drain the system of power.
    - Unplugging all peripherals and booting (nothing different)
    - Connecting monitor to the motherboard's DVI slot
EDIT: Since the start of this thread, I have further:
    - Performed an extended CMOS clear (22 hours)
    - Removed video card and tried booting
    - Trying other PCI-E slots
    - Removed motherboard from case to do a bench boot
    - Reseating CPU, checked pins

    My specs are:
    CPU: i5 2500K (Stock heatsink)
GPU: MSI GTX570 Twin Frozr III PE 1280MB
    Case: Fractal Define R3
HDD: Western Digital Caviar Blue 1TB 7200RPM
    SSD: Crucial M4 64GB SATA 6GB/s
    Motherboard: ASRock Z68 Extreme 3 Gen 3 (BIOS 1.30)
Optical: LG GH24NS90 Internal SATA 24x
    RAM: 8GB (2x4GB) 1600 G.Skill
    PSU: NZXT HALE82 750W
    OS: Windows 7 Ultimate x64

Could this in fact be a PSU issue? It doesn't seem like it though, seeing as my HDD is spinning.
Unfortunately I do not have a motherboard speaker to check for beeps, and I don't have any spare parts lying around to check which part is indeed faulty.
    Thanks for any advice.

How long did you clear the cmos for?
With your psu cable unplugged from the wall outlet, you might need to remove the motherboard battery AND clear the cmos for at least 10 - 20 minutes.
I've seen many cases where an overnight cmos clear is required.

Oh, I just pressed the button in for a second. I had no idea I would have to do it for a longer period of time, damn.
OK, I had to go and remove my video card to get to my battery, but now I have taken the battery out and the CLR CMOS button is pressed in. I will wait 30 minutes and put it all back to try again.
    Thanks for the tip.

To do an extended cmos clear, you usually need to put a jumper block on two clear cmos pins and leave the pins connected until you're ready to restart your system. I think that many ASRock motherboards have 3 cmos pins where the jumper block is always connected in the "normal" run position and you need to temporarily move this jumper block to the clear cmos position. Your motherboard's user manual will explain the procedure.
Let us know if this helps.

Ok thank you again, I've gone ahead and done that. I will report back in 30 minutes from now.
In the meantime, I'm going to have some more rum, because today has been nothing but stress haha

Page 13 in your user manual shows the location of the Clear CMOS jumper pins.
Page 35 shows the Default and Clear CMOS jumper block positions.

Thanks for taking the effort to look that up :)
But 30 minutes and one Captain Morgen later, nothing seems to have changed :/
Still no signal out through my graphics card and my motherboard's DVI slot.

With your system turned off and the psu disconnected from the outlet, remove your video card and see if your system will boot.
After unplugging the psu power cord, I always press and hold the front panel on/off switch for at least 10 seconds to discharge any stored power in the system before I remove or install any hardware.

    Hmmmm still nothing unfortunately.
I can still charge my phone through USB when the PC's power is on, and my keyboard's Num Lock key will illuminate, but it is unresponsive to any attempts at changing the key brightness.
Does this whole issue sound more like a motherboard issue rather than a PSU issue?
