Default Extreme4 Gen3 power up problems - Will turn off shortly after turning on

what happens about half the time I go to turn my system on is it will boot, then before it posts it will just power down. If I'm lucky, I could press the power button again and it will turn on and stay on, but most of the time what happens is that I press the power button and there's nothing happening. The thing WILL turn back on again however it works only 4-5 hours later.

I notice when i boot up also that my usb devices arent working. So when ithe bios says to press enter to boot into a certain OS, I just have to wait for the timer to count down since my keyboard has no power. Once Windows comes on fully though then it's working fine.

The other odd thing is that I could leave the system running for days and it will be fine, but it's turning it on that is the hassle.

Is this a known issue? Would Asrock send me a replacement board on good faith then I could send mine to them once I get the the replacement (otherwise I would have no computer to work on until I get the replacement and I need a working computer for my job).

We need a detailed list of your hardware before we can help, since that is usually related to the problem.

You mentioned choosing an OS during boot, do you have a dual boot setup? No OS listed, is this a fresh installation of Windows? We have nothing to go on.

A "good faith" semi-cross shipment? No chance. I don't know if ASRock will even do a cross shipment if you provide a CC number.

Well there is really only one OS on the drive, it's just a separate Win 7 OS that I had and deleted a long time ago, i just never bothered to delete its reference from the MBR.

Hardware: OCZ 600w PSU (Tried other PSU on the board, doesnt work).
    20 GB ram
    Geforce GTX 560Ti

I also ruled out the power button on the case as even pressing the power button thats on the board itself wont turn it on.

The only thing I can think if is being that this whole issue requires a "recharge" timeframe of 4 hours +, I guess that means it has something to do with letting the electricity discharge out of something before it's ready for another try?
