Unhappy AsRock Z77 PRO 4 Does not work

Guys, I have a Asrock Z77 PRO4 new, however I'm in trouble. Never able to use this motherboard.
    First my hardware.

    I5-3570K
    4x4 Gb G.Skill Sniper 1600Mhz
Asrock Z77 PRO 4 (no work)
    Crossfire XFX 5870
    OCZ Fatal1ty 750w
    Case: Corsair R400
    AirCooler Carsair A70
    Thermal Tuniq TX4
    Windows 8 64-bit
All this hardware has been tested with the Gigabyte Z68XP UD3
Full Load 578w consumption in BF3.

Purchased a AsRock Z77 PRO 4, however it simply not turn on.
Already tested other sources and processors. I have another computer with similar config.

    I5-2500k
4x4 Gb Ram Corsair Dominator 1600Mhz
    Gigabyte Z68XP UD3
    580GTX
    OCZ Fatal1ty 750w
    Thermal Tuniq TX4
    Thermaltake BigWater 780 Modified.

All tests made by swapping hardware to each other. Most motherboard no sign of life. Just know that the board is receiving power because the chipset heats up, the more the rest of the board does not.

I can not access the bios.
More biggest problem is my dealer who closed the shop and I'm unable to use new product.
I do not know what else to do, here in Brazil is both tax that is tricky to buy quality products and high performance.
When this happens in Brazil always have difficulties with support.
In Brazil this motherboard cost in Dollar U $ 210.00, very expensive.

Thanks, sorry for the rant, I'm tired of running from one side to another to seek assistance.

    Thanks again.

    sorry for my english.

Do any of the case fans turn on?
Are there any beeps from the case speaker?

Try booting with a minimal hardware setup to see if you can get into the bios.
Remove your motherboard from the computer case and put it on a cardboard box.
Remove all hardware that isn't needed for you to boot into the bios, including all drives and case fans.
Disconnect all internal usb cables and disconnect the Power and Reset wires that connect to the front panel header.
A faulty Reset switch or wires can prevent your system from starting.
Boot with cpu, stock Intel heatsink, keyboard, one memory module, graphics card and case speaker for beep codes.
Can you test with a less powerful video card?
You might need to test using a different power supply and/or keyboard.

You will need to carefully connect the two Power pins in the front panel header for a brief moment to turn your system on or off.
If you can boot into the bios, you will then need to reconnect the rest of your hardware, one at a time and then boot back into the bios.

Let us know what bios version you are running by looking at the label on the top of the bios chip.

    Your English is fine.

I already tried that. Do not even know what version is the Bios. The card never worked. My dealer had informed me that this Motherboard had gone to the RMA, however I do not know if it's true. He closed the store and have no more contact.
As the holder Asrock did not answer me, I thought to rewrite the bios.

I do not know if this solution is right to rewrite the bios.

Really do not know what it do. I think I'll lose money in this story. :(

I'm pretty sure that you can't flash your bios if your system won't post.
I have sent a PM to ASRock TSD - Emily to ask her to see if she can help you.

    **edit**
A replacement bios chip might fix the problem but only if there isn't a problem with your motherboard.

You're welcome, glad to help out.

Hopefully Emily can get back to you within a couple of days and help you solve your problem.

You might need to RMA your motherboard to ASRock or a local distributor for a replacement motherboard.

    Good luck!!
