Default Asrock H87M Pro4 Boot loop

I just bought a new CPU (Haswell i5) and this motherboard.

I have had the weirdest issues with it.

At first put it all together and it booted for half a second then shut off.

Took everything out but the mobo and it wouldn't boot at all.

Put in the mobo and CPU and got it to boot and stay on for a long time.

Added in the video card, dead.

Reseated the video card, stayed on for a long time (still no boot noises).

Added the HDDs and the RAM back in. Booted for a second then died.

Ram out, everything else in, same problem.

RAM and video card out, booted for a while then shut off.

Everything out except CPU and Motherboard, boot for a second then die. Then, try to boot again, and die. Repeat until I pull the plug (and even after the plug is pulled the fans and LEDs and everything still come on for a second or two).

I've tried every combination of hardware and it seems entirely random what'll happen.
The most common thing though, even when it stays on for 20 or so seconds, it'll eventually shut off, then it'll try to boot back up, and shut off a second later, and loop this.

    Is the board just dead?

    UPDATE.

After hours and hours of troubleshooting I narrowed my problem down to the CPU plug on the motherboard. The 8 pin connector I had in my old PSU must not have been working.

I bought a new PSU, plugged it all in put it together and bam, I boot. I get video, USB, bios, everything.

Problem is, this only lasts for about 10 seconds, then it shuts itself down. It almost feels like when something runs out of battery. If I wait for a while and hit power, it lasts 10 seconds or so. If I try to power it up right after it shut itself down, it'll stay on for only a few seconds.

Again I ask, is the motherboard just dead? The only other alternative is that the compy is trying to save itself from overheating, perhaps the CPU didn't seat right?
