So I took out the motherboard and tested out of the case when I got home for lunch and unfortunately it was behaving the exact same way as when it was in the case...

This was a straight up case swap, right. Not that you're attempting using a HDD with an installed OS from a different machine/MB?

While you had it out was just the MB/PSU/RAM/Vid card/CPU w/Heatsink+Fan attached? Nothing else?

Yeah all is the same except the case. I took off the wireless adapter and vid card and power and the swapped it and put it all back on.

I'm sorry. When I asked about minimal hardware while it was out I was asking if that was the way you tested it at lunch.

When testing outside a case DO NOT EVER use the anti-static bag the MB came in to lay the MB on top of. The bag could very well be aluminized, thus conductive. Just lay the MB on a bare piece of NON-conductive cardboard. The box the MB came in will suffice perfectly.
