Default New Board Won't Start Up, Just Buzzes & Powers Down

I've got a new ASRock H77 Pro4-M LGA 1155 logic board. I also got a new intel Celeron G540 LGA 1155. The CPU is specifically listed as supported by the logic board. Everything is good so far. So I installed it in my case, with a brand new power supply, and this is what happens when I turn it on:

The buzzing seems to be coming from the CPU area itself. It's not the fan, I unplugged the CPU can and the same thing happens. I also replaced the power supply with a new one, but the same thing happens.

I'm at a complete loss. I don't usually build PCs (I'm a Mac guy) so I have no idea what this means. Any thoughts?

I watched you video many times, but not sure what that sound is. Never heard anything like that. Do you have the miniature mother board "speaker" connected to the board?

What other fans are in the PC besides the CPU cooler and the power supply fan, any? Do you have a DVD drive or other media device in the PC?

Check the cable going to the eight pin CPU power connector on the board (the one that looks like the CPU cooler's fan might hit it but isn't) and be sure it is not a PCI-E power cable, the two are not compatible.

Also, DO NOT RUN THE PC AT ALL WITHOUT THE CPU COOLER FAN RUNNING!!!!!!!!!

This case is an old Dell, and it doesn't have any speakers, oddly enough. The sound really sounds like it's coming directly from the CPU.

There are currently no other fans in the computer.

There are also no drives at all connected (to data or power).

This PS had two 8-pin connectors, they both fit into the mother board, and the system does the same thing with both, or with neither connected.

Also I only disconnected the CPU can to make sure it wasn't the fan making the noise. It is not.

Could I have a bad CPU, and could a bad CPU make this kind of weird buzzing noise? Should I send it back and get another? Should I send the logic board AND the CPU back, and start fresh? Is there anything else that might be going on? Jumper settings I need to set, or some other thing that I don't even know I needed to do?

Also, could it be the power switch itself? Could it not be compatible? Is there a way to power up the board without a power switch, like say by shorting two pins together?

Yes, you can simply short circuit the two pins that the power switch wires connect to with a screwdriver for a moment, and the PC should start. I highly doubt the switch is the problem.

It's much to early to conclude the the CPU or board is bad. Since you seem to not be an experienced builder, user error is the first thing to check, no offense. I'll review mounting the CPU below, sorry if that is below your level or expertise. I would immediately check the CPU and CPU cooler mounting before anything else in diagnosing and fixing your problem.

The CPU should not make any noise, that is bizarre. To mount the CPU, the plastic protective cover is removed from the socket, save that or any return on the board will not be accepted!!

The handle on the socket is lifted up, and the top clamp portion of the socket comes with it. The CPU fits in the socket only one way, it has notches that line up with two ridges in the socket. The handle on the clamping mechanism is then lowered onto the CPU, which normally takes a bit of effort as the handle is pushed all the way down, and then the end of the handle is tucked under its retention stud. Your board's manual has instructions on this procedure.

A pure guess is the top clamp on the socket is not locked in place, or the handle on the socket is not in place under its retention stud. The CPU cooler is not used to hold the CPU in place, the socket clamping mechanism only positions and holds the CPU in place.

Mounting the stock CPU cooler can be a pain too. The push pins must all be aligned in the four holes, and each of them clicked into place with the flat pad on the top of each pin. If the CPU cooler is loose at all, it is mounted wrong. Yours seems to be staying in place while "hanging" from the board as is normal.

I can't see the level of detail needed in the video to see if the cooler is mounted correctly.

There are no jumpers or settings on the board itself that need to be set or adjusted.

This is just plain wrong for a low end, el cheapo power supply!!
The 8-pin EPS_12V and 8-pin video card connectors are NOT COMPATIBLE and have different +12 volt and ground wire setups.

Your buzzing might be coming from the power supply.

Use a Coolmax psu at your own risk.

Yup, it's too bad that buyers get suckered in to buying substandard power supplies that might damage the rest of their hardware.

I wish everyone understood that the power supply is the foundation of their systems and that the only way to ensure that you're buying a quality product is to read the reviews from the best psu review sites.

How would you like to have your hardware connected to this power supply?
