Asus, Intel, Gigabyte, SuperMicro, ASRock, MSI, Zotac, Tyan, EVGA. And even through the wash in a Whirlpool a couple of times. When USB sticks decide to go there's no stopping 'em. Regardless of board.

I have since returned the MOBO, and am hoping that the replacement works. I am very pissed at ASROCK right now.
If I dont get a good MOBO, i am gonna get an ASUS board and be done with it
I had this problem with the usb3s on the front until I realized I had a malfunctioning adapter on the internal (on board) port. I re-routed the cables, through the back of case, and used a couple of the usb3 ports in the back. Now they work both 2 and 3.

this MB does the same thing with the usb flashdrive. i have taken it to a guy i work with and his computer the thumb drive also gives a windows error code of 43. so i think the usb drive has went bad. not sure how it worked fine when i dumped things to it to reinstall on my pc after putting it together, it worked fine on my older asus MB.
If all you have is one USB flash drive as the USB test device, that's not much of a test. I would never decide a board's USB ports don't work if only one USB flash drive did not work with it.

Did you try any other USB devices, like a mouse or keyboard? Given how cheap USB flash drives can be, I would try another one.

Best I can figure is the covers are stamped and then binned for later use. Then, while waiting to be attached, the process of settling while in the bin they tend to rub and scratch up each other, hence the protective plastic film applied. I will say this particular board, the 990FX Extreme9, these plastic covers seem to be mauled over more that what I'm used to seeing on the other boards I've built with. That leaves me wondering if they are stamped at a remote site and this plastic scratching is exacerbated while in transit to final assembly. ie: the apparent angles and degrees that the scratches are oriented on them doesn't look like the board w/tin covers installed was used for floor hockey.

That film is clingy, yet brittle if stretched too far. I use a small plastic spudge to coax it up and around corners.
    Wardog,

So Its been a while and I just realized that we totally got off the subject of my original post.
My usb 3.0 external HDD is still not working, I have uninstalled, reinstalled, the latest driver.
In device manager it says that it is working properly, but when I plug my usb 3.0 hdd in, it freaks out, doesnt recognize the HDD and freezes up.
I have learned to live with it, using the 2.0 port, but it really irritates me that It doesnt work.
Hell when I had my cheap msi board before this, it worked perfectly! This is supposed to be a High end board??

Let me know if you have any suggestions.

    Thanks

What specific USB HDD? I assume by HDD you're referring to a rotational HD, right?
