    @profJim, thank you for arranging that reply, I appreciate it.

    There is a "computer repair shop" in my town that is staffed by people who likely don't know the difference between a GPU and a CPU. The only other choice would be the Geek Squad, but this is a little more complicated than plugging in an HDMI cable, so they wouldn't be of any help.


    So my choices are to buy another $300 video card, or another $300 processor and hope for the best?

    Ok! I managed to get my hands on a different video card, this one is a VisionTek 900505 Radeon HD 7850 2GB. I did a clean driver install, then went into the BIOS and set the PCIE-2 to AUTO, and it booted up. I then ran GPU-Z and upon starting the render test it went to PCI-E 3.0.

    So I suppose this means that the board WILL function at 3.0, just not with my R9-280x. Where does this leave me?

    You are left between a rock and three hard places: Intel, ASRock and PowerColor

    Who or what is the cause of the gen 3.0 compatibility? I don't know.
    Would it help to test with an identical cpu? Yes.
    Take a look at the attached Z87 block diagram and you will see that the video card lanes are controlled by the cpu.
    Does this mean that your cpu might be faulty? Maybe.

    I suggest that you contact Intel to RMA your cpu and hope that a replacement cpu will fix your problem.
    Create a clearly written list of the steps that you've taken, similar to my recent post.
    Be sure to include the cpu model and motherboard model of the other system where your video card worked in gen 3.0 mode.
    You should also provide a link to this thread.

    A web search using: pcie 3.0 vs 2.0 performance provides some interesting information.
    Check out Impact of PCI-E Speed on Gaming Performance - Puget Custom Computers
    and HARDOCP - Introduction - PCI Express 2.0 vs 3.0 GPU Gaming Performance Review
    where you will see that there is very little difference in video card performance when using gen 2.0 and gen 3.0 bandwidth. I'm not suggesting that you live with using gen 2.0 just that with your hardware incompatibility there is virtually no difference.

    Maybe ASRock TSD has an American office that would be interested in testing your video card in one of their Fatal1ty Z87 Killer systems with an identical cpu.

    Let us know how you eventually solve the problem.

    Thank you very much for your input. I'm going to try a few things out. As you have stated, I fortunately am not taking a hit on gaming performance with this issue, however I still would like it to function properly. I'll report back as soon as I have made progress, or after I have exhausted all possibilities to proclaim my defeat.

    Following up...

    I decided to jump on the the new NVIDIA cards and got a 970. I changed the PCIE2 from GEN2 to AUTO upon first boot with this new card, and it booted into windows perfectly running at 16 3.0 as advertised. So it seems my solution in this case was to get a new video card. Beautiful card too, btw. Well worth the upgrade.

    I've just seen this thread and i'm surprised nobody mentioned flicking the little switch on the R9 280X card. Some manufacturers use it for access to the cards 2nd bios and others use it for UEFI compatibilty. Did you try changing the switch position on the actual card?

    Anyway, the GTX 970 is a great choice and better than a 280X

    Well, I'll have to be honest - I didn't even know there was a little switch on it.... I'm almost afraid to flip it and find out that it was the problem this whole time... If that turns out to be the case, shame on PowerColor tech support! lol...

    It would actually be interesting to see if it makes a difference. Plug in the card, hookup the PCIe power connectors, flip the little switch and then power up... See what happens :)

    I did this last night and unfortunately it didn't make a difference. Not going to lie, I'm actually relieved that it didn't work, it would've been a real kick in the teeth lol.
