If you know about breadboarding, you probably know all about these things... but I'm putting them here because I've forgot each once or twice.
    - Have you plugged in all required fans, most importantly, the CPU fan?
    - Have you plugged in the 8-pin CPU power connector?
    - You've got the switch on the power supply on, the PS is plugged in to a working wall outlet, and you're hitting a power on button on the motherboard?

If you have any other HW besides CPU, PS, and motherboard currently connected, please provide a detailed list (RAM? Video card?). Best yet, you can put it in your profile, so you only have to do it once (and make modifications as things change!)

What did you do to get it to turn on after your first post?

Have you got a two-character display on your motherboard? Is it showing a code? If so, what?

Which of the components you're using are new, and which have been used in other systems?

sounds stupid but all i did was remove the i7-4790K 4ghz proc out and made sure the pis were straight...reseated it...hook up the cooling and power...and it turned on...no speaker so i cant hear the beeps if any...the 2 digit display shows 00 when i turn it on...initially i was using the on-board DVI connection since thats all it has for on-board video jacks..

Please check if the CPU is installed correctly and then clear CMOS.

The ASRock Cpu Support list says that bios version P2.30 is requried for your i7-4790K cpu.

Have you tried using the backup bios by using the BIOS Selection Switch (BIOS_SEL1), #18 in the motherboard diagram in your motherboard user manual?

Did you try booting your system with the motherboard outside of and beside your computer case?
    If yes
    1. did you try booting with a minimal hardware setup, i.e. cpu + cpu cooler, one memory module, and keyboard?
    2. was your motherboard sitting on a cardboard box? book? anti-static mat or bag?

note: you do NOT want to power on your system with the motherboard on an anti-static mat or bag!!

It's possible that your keyboard is part of the problem.
Faulty wiring connections for the front panel header might cause booting problems, including:
    • faulty reset switch
    • improperly connected front panel LED wires
    • improperly connected usb 3.0 cable

Your hardware list does not include full model names or numbers.
It is a PITA for us when you do not create a detailed list in your forum signature or in your PC Specs.

We need detailed information about ALL OF THE HARDWARE in your system.

We can best help you after you create a detailed hardware list in the System Specs

ASRock put bios version stickers on the single bios motherboards, but I didn't see any version stickers on the high resolution pictures of your board on the web.

Is there any bios version information on any part of the original motherboard box?

    Here's a thought:

Is there a sticker on your motherboard that includes the date of manufacture.

This information might give us a better idea of the bios version that is on your board.

I think that only displaying the 00 post code indicates a serious problem with your bios version/cpu model or a damaged cpu socket and/or pins.
