Default No video signal in brand new PC build

I have just built a new PC, however, upon power on, there is no video signal to the TV screen. My configuration is:

    MB: ASROCK FM2A88X-ITX+
    CPU: A5500 4 mb
    RAM: 1 x Corsair XMS3 4GB
    PSU: 20 pin power supply
HDD: An old one from my old computer

The connection to TV is through a VGA cable. I have contacted the vendor and they have sent me a brand new motherboard since we suspected that the other one was broken. Still, the same problem persist. Upon power on, the FAN works and I don't seem to hear any sound from my HDD.

Your PSU only has a 20 pin power connector? Do you have a cable from the PSU connected to the four pin CPU power connector on the board? That connector is just above the PCIe x16 lane at the bottom of the board.

If you don't have a power cable connected to that connector, the CPU will not work at all, and of course the rest of the PC.
