    Thank you ProfJim.
I wrote them in the Facebook, and I wrote also in a section of You Tube. In You Tube I donīt see any "hope", maybe in Facebook, but not much.
Actually, I contacted again the shop, and told them of the law in Germany, that they should give me the money back or another computer, and sent them the official page of the Government. They said, they got surprised by this law, but "does not apply to them"... just because they donīt want. I should take a lawyer, and I would gain the case... but just to pay the lawyer would cost me more than buying 2 new computers.
I just have to accept it: in Germany, there is no help for foreigners. I have asked several german friends that I have here, and all got surprised to know, that in other countries the option "give back the money or another computer" is possible. So, I just threw my money away to the garbage, and I called it "ASUS computer".

    You're welcome.
I'm surprised that Germany doesn't have some type of consumer protection agency that protects consumers from unfair business practices. Each state in America has an Office of the Attorney General that can often help when a consumer has a valid complaint. For example, File a Complaint in Washington State says:

    FILE A CONSUMER COMPLAINT:

We offer an informal mediation service to consumers whose disputes with businesses fall within our jurisdiction. Through this process, we contact businesses to determine their response to consumer complaints. If a firm refuses to respond or to make an adjustment, we cannot compel them to do so. We inform consumers of alternatives if our mediation service is not successful.

The Attorney General's Office is authorized to bring legal action only in the name of the State of Washington, and is prohibited from serving as an attorney for individual consumers. We are further prohibited from giving advice, rendering opinions or interpretations, or conducting research on behalf of individuals or businesses.

Each month our office receives more than 2,000 e-mails asking for help or information. We have found that many of the constituent inquiries fall into the same categories. In some cases, these inquires can more efficiently be handled by the agency that specializes in the area of the complaint. In order to help serve you in a more timely manner, we have provided answers to the most asked questions in each of these categories in Help by Topic.

The AG's office in each state has their own regulations and guidelines.

We also have a private agency called the Better Business Bureau where we can file a complaint and this might help resolve consumer problems with a business.
See if their are any similar private or governmental agencies in Germany that might be able to help you.

I once looked up Asus's complaint rate and "grade" from the BBB in the USA, I believe they have organized by state.

At that time Asus had several "unanswered" complaints from consumers on that BBB site, and a grade of D or less. IMO they just don't care.

You have to take into account how many boards they sell, X the number of people who mess them up. Sure they bought an expensive motherboard then proceeded to crunch the CPU pins, I can see many disheartened people......They see others on the internet building PC'S and think that's easy.

The ROG forum is very helpful to people who bought top end boards but can not get a normal solution, the OP does not say which board he bought but does mention it is out of warranty and was built by a middle man. I only post this if your board is under warranty, the OP mentions a middle man who built the PC which makes it the middle mans issue. Asus America has a 3 year warranty on new boards.

I took the computer and the documents to a german guy, who knows about what to do (friend of a friend). He looked at the documents they gave me after each "reparation", and they are clever enough, as they have business. As they know, after 2 times the same failure, if it fails again, they should give me the money back or another computer, what they did was, to write clear in the first time what the problem was, but in the second time, they did not write what was the problem, but what they did. And this man said, that if I would complain, they would say that it was a different problem. So, I have then, no rights to complain. Easy.
As an answer to the complaint that I wrote to ASUS in Facebook, finally they redirected me to somebody, but he said that I did not complaint about it after the reparation, even that I sent them the documents as a prove, and then, I have no rights now. I would have to send it again. But in any case, this guy did something to the computer... AND NOW IS FUNCTIONING!. I donīt know for how long, hopefully "forever", but Iīm amazed, that a guy, who actually works as a flight attendant for Lufthansa and not with computers, could do something to it, that the computer shop could not do.
