Default Does weak PSU cause your video card to run slower than its true performance?

I have EVGA 8600 GT 512 MB DDR3, which is requires a PSU of 380 W with at least 22A on +12V rail.

However, my PSU is only 430 W and 18A on +12V Rail

Does my video card run slower than it suppose to be because of this?

    Thanks all.

No, but when it blows up because you are drawing too much power through it, it will most likely take out a few other parts of your system plus the video card.

    Time for a new PSU.........

If you are posting on that with an improper PSU, turn your PC off immediately.
