Well, I hope that it doesn't happen. But considering the number of e-mails sent every day (not including spam) its very tempting for anyone who could pull it off.
Heck, even goverments would love to see it done- they would like the tax they could pull out of this, let alone the extra control.

next month our laws (australia) change so that it becomes an offense to send unsolicated email - unfortunately this means squat since US law is that its ok if its got an unsubscribe option.

we all know how efective that is

what should happen is that you make it illegal to advertise and then target the people paying the spammers - once there's no money in it - spam will dry up

In the words of Pink Floyds Roger Waters: "Gee, I don't know,
must have been drunk at the time."
Happiness isn't something you experience; it's something you recall.

    I can see it now:

Bill gates: Sorry officer did my car perform an illegal operation?

Officer: your car caused an invalid page fault in module X:0101fx1a

Bill gates:Sorry about that I haven't updated my Traffic explorer yet.

Officer:Well I'm going to have to write you a Exploit son. Or you can go to Msce school and not have to pay for the Exploit. Plus if you don't it will put Points on your monopoly.

    Officer: whats this.....a blunt?

    Bill gates: uhhh....ummm...gee....puff* puff* pass.

Officer: afraid thats not going to work here son.

Bill gates:errr...*long pause* My car is an interval part of New mexicos drug-traffic.

Officer: step out the car sir.

    Bill gates:*stumbles around*

Oh, and back on-topic...like's been said, while such a system may have its benefits, it's definetly not practical to have.
This is where my signature would go had my host not been such a Bandwidth Nazi.
