Electric drill and suitable sized drill bit carefully drill out the centre, when it pops off stop reduce drill size and remove the rest or push it out with a drift.

A 1/8" drill bit is what ya need and drill into it from the flat side straight thru the middle.

There are some cheap rivet guns out there but yes ya could use self tappers though check to make sure first that the heads won't interfere with any clearences.

Other than some form of spray equipment (aerosol or compressed air spray gun) ya may need a sander to rough up the outside finish of the case if ya goin' to paint that.

So I would sand the case so it would be rough, then use a spray gun to paint it?

That's about it but ya'll have to hand sand the plastic parts. Good luck with it.
