I think I read a review somewhere that said it wasn't very effective...well, at least not as effective as it should be

Its good for not overclocking. It keeps your cpu cold like a huge HS and loud dB fan. Now some people have great overclocking success (a friend got 1.6ghz to 2.8ghz) using this.

Petliers should really only be used with water cooling as air cooling will be found wanting (especially in summer) with these units and can very noisey.

Actually, this Thermaltake unit is very quiet, but the performance wasn't up to par for a performance system. The rated wattage of heat transfer capability on this cooler is only 73 watts, so if you're pushing fast speeds, you'll be in for a disappointment.

Here is TweakTown's review on this cooler (AMD version)
