Poor performance really means comparably poor performance, meaning a product that costs less or the same and performs better (meaning higher framerates at the same settings and/or higher playable settings) is available. The FX5700 is a poor performer (in most games, not just Half-Life 2) because there a better options available for less money.

Now the fact that you need this explained to you, the fact that you use "Ran it with all settings on full and it ran without fault" (and I doubt it really runs all that well in DX 9 mode unless you're running it at 800x600) and provide system specs as an argument, and the fact that you said an FX5700 would be "ideal" in this situation (or any situation, really), proves that you have very little knowledge about what you're talking about. I understand that you're an nVidia fanboy (having never used an ATI card, didn't you meniton elsewhere), but that doesn't make you recommendation sound. In most cases, "what you prefer" does not apply with video cards. People who prefer ATI would (in most situations) be making a bad choise if they took an X800 Pro over a 6800GT of the same price, just as someone would be making a bad choice if they took any last-generation nVidia card over the competing ATI product, because ATI simply provides much better bang-for-buck at those levels. An FX5700 is a poor choice in almost any situation, especially this one. Read some HL2 benchmarks and you'll see that the 9550 (even weaker than the 9600) outperforms the FX5700, despite costing about half as much.

Having looked at several HL2 benchmarks, on the whole ATI has an advantage in the lower price segments - the 9550 and 9600 cards perform exceptionally well compared to the GeforceFX which has to run the game at lower quality (lower degree of rendering precision) to get playable framerates. My own system gives good framerates at "medium" quality, 1024x768, if i had better cpu and memory and a 9600 pro, i could probably turn up to "high" quality.
