Cool HELP! Computer keeps turning on and off at POST!

Hi guys, I am building a computer for a friend of mine. I purchased all new items except the Case. The strange thing about this is that after putting the computer together, I got the computer to install the OS and had it running fine, for an hour or so. My friend then took it home and the problems started, with turning on and off every 2-3 seconds at post. I then took it into my shop, (Tech Shop) and tried testing with other power supply , video card , cpu ect. I decided it was a faulty Mobo and returned the board and got another. I have just installed the new mobo and the rest of the components. First boot, again the turning on and off at Post. This is starting to test my patience as I am getting brain freeze with frustration and cant think of what else to try.
Any help would be a blessing, thanks.

First off no need at all to make 4 posts about the same exact thing, with the same exact wording. If it was a accident then that is fine but if notthat is no way to get a reply at all.

Now, give me another second if you are reading this and I will be replying to your question

First off can you give me a link to this ram, and tell me if you have 2x1GB or how many sticks of what you have

Then please post your settings for me in the MIT section of the BIOS, a double or triple boot at boot time means either something is set wrong, or possibly that ram may be incompatible. Likely just some settings, as AUTO is not always good for sure

Just a template I use to ask people there settings, pay no attention to the numbers in it, replace with yours >>>>

    Robust Graphics Booster___________ [Auto]
    CPU Clock Ratio ____________ [8]
    CPU Host Clock Control_ [Enabled]
