Ya, that is hot idle! May need less vcore, or you may need to reseat the heatsink and use less paste.

But hey wait, what are you using to see this temp, and is it a core temp or CPU temp?

What Vcore do you have set in the BIOS, and what does CPU-z show in windows at idle?

Post your full settings you are using that fail at 402 and I will advise you further

Well RealTemp must be calibrated for your cpu and board, but coretemp latest should be correct

Ya, incorrect or too tight ram timings can often cause many "Windows Failed to load becuase of XXXXX" issues. You do not need to repair windows MOST of the time, just loosen timings up a bit. But yes, there will be time when you will have to repair it

Ya, BIOS set Vcore will be much lower in windows because of vdrop, and then even lower at load because of vdroop. So you will likely need more actual, so 1.38-1.4 in the BIOS for 1.32-1.34 actual. 1.325 or so actual should get you going at 3.6

So try that voltage adjustment and see how the above settings work for you then I can help you get timings lowered. You can very likely for sure now lower static tRead to 8, and since you have booted into that above you can also likely lower twtr to 3-6, and twr to 6-8
