I don't think so, it's something else in the BIOS/OS code.

Could it be my BIOS settings?

Not really, does it show up at stock after loading optimized defaults?

You do have to do that after every flash to properly updated the BIOS. BE SURE if you are using RAID that you go BACK to the BIOS after you load and apply/save/reboot optimized defaults and set your SATA Settings back to RAID. You will loose your array if you do not do this

I'm not using RAID, and yes I loaded optimized defaults after I flashed to F8.
I just did it again to be sure.

Even at optimized default settings, the problem exists

If it is hardware, it must be one of the following:
    a) CPU
    b) Motherboard
    c) RAM
    d) Graphics card
    e) HDD
    f) PSU

I have changed from an nVidia to an ATI graphics card, but the problem is still as bad, so I'm inclined to believe that it's got nothing to do with the graphics card.

PSU - I'd think it's very very unlikely.

I don't have more cash to buy another CPU + motherboard + RAM just to troubleshoot.

Drivers are unlikely, since the problem exists even on a clean install with no drivers installed. Or maybe some default Windows drivers?

I'm seriously depressed by this problem. Any insight into why DPC Latencies occur and how to identify the cause would be greatly appreciated.

So I guess the only real way for me to isolate the problem is to buy another motherboard and CPU and RAM...
