    Bios F3 is prime stable 182x22 turbo on or turbo off.

    Bios F4E is prime stable with turbo off. But with turbo on system will not boot until I raise vcore .06 volts enough to support 182x23, and when running prime it runs as 182x23. Ie instead of turbo mode, constant 182x23.
    I get the same problem with F3 if I reduce the multi.

    -200x20/21 runs @4.0/4.2 with 1.36v (load)
    -190x20/21 runs @3.8/3.99 with 1.26v (load)
    -200x19/20 runs @(3.8)/4.0 but needs 1.36v (load)

    It seems to me this is the same problem you are having rge. CPU stays @ turbo mode multi throughout prime, and I need a huge voltage bump...

    Hopefully my 24/7 setting is going to be 200x19/20 @ 3.8/4.0 with a low 1.26v when this is fixed.

    Any news on a new BIOS by the way? ETA for F5 maybe

    On F4E turbo is not disabled when running full load on all cores, but should be.

    But, if you reduce the multi on any bios, then you run into another problem. turbo is +2 multiplier or +1 multiplier up to 21 max i920, up to 23 max i940. So if you decrease multiplier to 19x200, then your turbo mode goes to +2 instead of +1, so instead of running 20x200 turbo, you will run 21x200 or 4.2 turbo, hence the need for additional volts to support the higher clock.

    That is an issue with cpu itself, but I wonder if the bios could say lock turbo mode to just +1, as I would like to run 21x191 for 4ghz instead of 22x182, but I cant use turbo when decreasing the multi, unless like you noticed, I run a crapload more vcore to support the +2 turbo.

    EDIT: actually after reading more intel turbo docs, turbo is set by max value in msr for i940 at 23,23,23,24. So turbo may not be +1 or +2 over bios setting, but +1 or +2 over stock...meaning if I set multi in bios to 15, turbo is still going to give me 23 multi (i940 ie +1 over stock of 22) until loaded enough to bring it down.
