Can you make one with CPU-Z CPU and Memory tab (you can run multiple instances) and main MemSet window for comparison?
Maybe it's just a glitch in MemSet, do you have the latest version?

that is memset v4.1 and the fsb is all over the place - ranging from 200 to 448 roughly...weird.

The following should be added to your signature:
    RAM: Mushkin Redline DDR2 996593 4x2GB
    o/s: Windows ????

Many systems running with 8GB of memory can't be run with the memory at its full rated speed. You might need to underclock your memory a bit.
I suggest testing with 475x8 with 950MHz memory and work your way higher. If this setup is stable, using 8.5x will give 4.038GHz.

Were your manual reference volt settings made with VTT = 1.20?

Based on your settings in post #6, the following settings need to be tweaked:

    Performance Enhance ------------ : [Standard]
    Advanced Timing Control
    tRRD ---------------------------- : [Auto]
    tWTR ---------------------------- : [Auto]
    tWR ---------------------------- : [Auto]
    tRFC ---------------------------- : [Auto]
    tRTP ---------------------------- : [Auto]
--> Advanced timings can be tweaked once your system is stable.

    CPU
    Load-Line Calibration ------------- : [Disabled]
CPU Vcore ----------------------- : 1.2750v <-- higher with LLC disabled
    CPU Termination ----------------- : 1.26V <-- aka VTT
--> VTT generally should be at least 0.05 - 0.10 lower than CPU Vcore.

    CPU PLL ------------------------- : 1.50V
    <-- 1.57 might be needed

    MCH/ICH
    MCH Core ------------------------: 1.24V
    <-- 1.28 - 1.32 might be needed with 8GB

    ICH I/O -------------------------- : 1.500V
    <-- 1.57 might be needed
    ICH Core ------------------------- : 1.100V
    <-- 1.20 might be needed
    DRAM
    DRAM Voltage
    -------------------- : 2.00V <-- 2.02 or higher with 8GB

    No-Execute Memory Protect
    --------- : [Enabled]
    CPU Enhanced Halt (C1E).
    ----------- : [Disabled] ***
    C2/C2E State Support --------------- : [Disabled] ***
    x C4/C4E State Support ------------- : [Disabled] ***
    CPU Thermal Monitor 2(TM2) --------- : [Enabled]
    CPU EIST Function ---------
    ---------- : [Disabled] ***
Virtualization Technology ------------- : [Enabled] <-- only if needed
    Integrated Peripherals
Legacy USB Storage Detect --------- : [Disabled]
    ***
*** set to Disabled while overclocking and stress testing for now

Please post accurate bios settings (e.g. Memory Frequency is incorrect).

I see you went from 445 to 500. Do you need to run 4ghz at 500 host frequency?

What is the VID of your chip?

You may want to try this:

There were a few changes in MemSet without version change. Can you re-download it and check again?
If it's the same I'll report it to the author maybe he can fix this.

Ok re-downloaded memset and the fsb is still random...but it only does it when the sleep states are enabled, if all of that is turned off then the fsb is reported properly!!

    - fixed my signature for o/s and ram

58c is the maximum core temps of IBT runs? Very nice.
