    What board do you have? I had this issue a year or so back with my P35 DS3 as well but I don't remember what caused it, I will have to do some digging.

    I'll get back to you on this.

    You're probably also using a P35 / P31 based board, this was an occasional issue for those.

    Try (G)MCH overvoltage at +01.V or +0.2V and/or setting PCI-E frequency manually to 101 or 105.

    I'm using a P35-DS3R. I've tried upping the GMCH voltage and played around with the PCI-E frequency, it doesn't work. If I plug in my old X300 it runs at x16, and I'm pretty sure my old HD3870 was also running at x16 since I didn't have any issues with it. After looking around, I've found out that some people are having the same issues with this board and certain Nvidia cards.

    Alright the problem seems to be solved atleast for now. I removed the card and put it in my old Dell Dimension. It ran @ x16 there. After plugging it back here it's now running at x16. I hope it doesn't revert back though. I was able to overclock my CPU and memory as well. My 3dMark scored jumped from 6800 to 14300.

    i got mine RMA'ed and the replacement works fine....its definitely an issue with a small percentage of the cards while the reason remains unknown

    It can be fixed though, I did have this issue myself but that was like 1.5 years ago and I don't know what I did to fix it but it was simple. I'll try to dig a little deeper in some olf forum threads (not here, another forum)and see what I can find.

    Aaaarrggghhh!!!! My replacement 260 216 card has somehow reverted to x1 from x16 again!?!?!?

    I tested the card in 3 other systems and this shows up
    1) PCI-e x16 @ x1 on a GA-G31M-S2L
    2) PCI-e x16 @ x1 2.0 on a Asus Rampage Formula
    3) PCI-e x16 @ x2 on a Asus A8N SLI

    Tried tweaking around with the (G)MCH over voltage(+0.1/0.2/0.3), PCI-e Overvoltage(+0.1/0.2/0.3), PCI-e Frequency(90~125MHz) and the Robust Graphics Setting(Auto/Turbo) and absolutely no luck whatsoever.

    Has anyone managed to fix this issue?!?! Please help!!!!

    Donny I fixed my issue by removing my card and putting it in another computer(an old Dell machine with an Intel motherboard). It worked at x16 there. I then placed it back in my desktop and voila it worked at x16. I know this isn't much of a solution but it worked for me. Nothing else worked.

    Can you tell me what motherboard model did the Dell have? Maybe then i can track down someone with that motherboard and "hopefully" solve this issue.

    On a another note, what the heck is the cause/source of the problem?

    From where i stand, it seems as if the source lies in the motherboard which subsequently downgrades the PCI lanes on the card. Although i could be wrong.

    It was a Dell Dimension 8400 J3492 motherboard using the Intel 925 Express Chipset. Basically if you could find any other motherboard that has a PCI-E slot that is not using the P35 chipset you should be good.
    I think the source is some incompatibility with the P35 chipset and the GTX cards. I knew others who had the same problem with this motherboard/chipset.
    Additionally, this down throttling of the card caused severe sound latency issues. I used to get crackling sounds whenever I browsed or opened applications. Fixing the card solved my sound issues as well.
