Default EX58-UD3R Does it control case fans speeds?

New build with EX58-UD3R and i7 920. Running fine, F1 bios set to optimum defaults with no changes. My 3 case fans should run at 1500 rpm. One is connected to Power Fan and reads 1500 rpm, ones connected to system fan 1/2 reads only 1030 rpm.
I thought Smart Fan only controlled CPU fan, so shouldn't the system fans run at full speed?

Yes, they should run at full speed. Have you tested them on your other empty plugs?

Are these all the same exact fans?

A BIOS update may help, but I would test them on the other plugs first if you did not plan to update your BIOS.

I cannot download your manual as it is not online yet. What do you see in Power Management page for Smart fan? Can you post a pic please
