    I've got a very similar problem- a sharkoon fan connected to my be quiet 650w psu (via the dedicated fan connectors) will not spin up when using anything but the 12v cable. (at 7v or 9v it simply won't work). If connected to the system 4 pin connector on the gigabyte ud5, the fan spins incredibly slowly and does not seem to speed up.....

    What's going on? Also, the cpu fan control always switches back to disabled within the bios regardless of what option is set.

    Some fans just will not run when undervolted so that may by why yours will not function at 7-9V

    What BIOS are you using? I suggest the latest Beta of course, please use Qflash to update here is a guide >>

    If you are using the latest or do not want to flash your BIOS please try disabling the following settings in the BIOS and see if your fan settings stay applied. Disable USB Storage Detect, and Disable Green LAN then save/apply and see if it works.

    If it does not try saving your settings as a profile and then reboot and load that profile and apply
