My bro's rig has a situation just like this. I know its an old thread, but necessary. Cant seem to get any help on it any other way. Even after loading optimized defaults and rebooting to bios, it still shows 700mv and 700mv , whereas its usually 800mv and 900mv, such as my system is. His rig will boot overclocked but freezes within seconds of doing anything. All parts have been swapped out and the only thing left would be a bad cpu. This thread , LSD says to not set them to 800 and 900 manually. But loading optimized defaults does not fix her.

Mobo revision is 1.6 and BIOS FB, yes i know it needs to be updated. However, it did the same on the previous board which was 1.0 with bios f8d.

Your brother took the following steps?
    1) Load Optimized bios settings from the main bios screen.
    2) Save bios settings and exit (F10).
    3) Re-enter the bios.

Both clock drive settings remain at 700?
It sounds like Fail-Safe settings were loaded, but with the EP45-UD3x boards, I thought that both clock settings would be 800.

They may have changed the BIOS default settings? I will download the latest UD3P now and check and see myself

Sorry, I can't tell as I thought I could, all BIOS show 700 for these and disabled in Modbin6, so not sure. I thought it was visible and as we thought, but even older BIOS show the same so I guess it is not possible for me to check this setting

If he did things correctly, then it just may be that Gigabyte changed the defaults, don't know why they would though? I suggest setting them back to 800/900

Jim, yes we loaded optimized defaults, f10, re-enter bios. Remains at 700-700. I'm gonna update his BIOS , load opt. defaults, reboot, see what the clock drives are set to. If they don't change themselves then i will manually. Again , my machine is at 3.8 with 800-900 on the clock drives. His freezes in seconds of any overclock. When i change settings to match his , my rig goes perfectly. Only difference in the bios is the clock drives.

Wait I am confused now, sorry! Both boards are the same revision, and both using the same BIOS? If so they should match no matter what when you load optimized defaults, are you sure your's does 800/900 as well now too with the newer BIOS. Just checking in case you assumed this and forgot you changed it.

If they are both the same board revision and BIOS they should for sure match up when you load optimized. If they do not there is a problem, he may need to fully clear his CMOS and flash again from DOS to correct this.

What is his, and yours, backup BIOS Version? Check by pressing F9 on the MAIN Page of the BIOS

No need to be sorry LSD, my fault not being clear enough- this stuff is turning my brain to mush.

My board is revision 1.0 , bios f8g and has always read 800-900. Checked it again.

Ok WHEN me and my bro had the same board/setup/bios- it was acting as described . When loading his optimized defaults, it remained at 700-700. Used to overclock to 3.5 ish no problem of course. Recently noticed it was running at stock, so went ahead and put some settings back into the bios for 3.5. Gets into windows, freezes within seconds.

His board is history now , we are working on a new board now -the newer UD3R revision 1.6 . Bios is FB and has not been updated, performs exactly as the last board and reads 700-700. Cant say what my backup bios and his backup are til later.

I will update his BIOS tonite , but highly doubt it will make any improvement as the previous board was behaving the same way.
