    Your Vcore isn't 1V over your 3GHz stable voltage, it's 0.1V. 1V under 1.3625 would be 0.3625, and no processor would function at that voltage.

    It's common to reach a point with Vcore where all of a sudden, you'll need a massive bump to get a relatively minor increase. This is the point you know you're reachng the limit with your chip.

    You don't say in the template if you are using LLC (Load Line Calibration). If you're not, try the same 1.3625V with it enabled, and see if that helps.

    ICH core voltage is fine. Some posts I've seen on ExtremeSystems forum, it's left at 1.100V with over a 500 FSB.

    CPU Termination is more processor dependant than FSB speed dependant. Your CPU may well respond to more. I wouldn't try more than around 1.4V though, 1.42V at a push. For instance I'm running a 486 MHz FSB, and I'm using just 1.24V. Any more than 1.4V and you're in risky territory, consider carefully before going above it. As for PLL voltage, Intel spec sheets for all 45nm Wolfdales state that 1.6V should be the maximum, but again, if people sticked rigidly to Intel's advice they'd not over clock.

    You really do need to tough Advanced Memory Timings. They're just as important. Set them, and set them loose. That way you can say with certainty they're not causing an issue.

    If you still can't get a successful boot, it may be time to change CPU Reference and MCH Reference voltages. There are loads of discussions on how to do so in this forum, however ther's no concrete rule for what you should set them to.

    I notice you've set clock skew values for CPU and Mch, and have noted that CPU ref and Mch ref are set nice on auto. That's not always the case.

    I'd experement with different CPU refs first, then MCH refs, then a combination. I would only touch clock skew as a last resort, as it really shouldn't be needed unless you're running on the ragged edge of stability, ie something like a E8600 @ 4.5GHz with a 530 + FSB. A combination of a super high CPU over clock and a high FSB clock would warrant it. You may need clock skew, but I'm willing to bet 90% certain you'd get results altering ref voltages.
