Default GA-EP45-UD3P Rev 1.6 Constant Reboot Loop

So i finally got my RMA after dealing with a defective Ep45-UD3p rev 1.1 (second memory bank was dead) MB. Plugged it all in with the same components as last time, and powered it up. Once its turned on i get a constant reboot/power? loop, it lasts about half a second then it powers off then powers back on.

There is also a hissing sound coming from the power leds of the mb.The fans of the case dont even have time to stop spinning because it powers back on immediately. I get no beeps from the speaker and eventually after enough loops it will shut down and require the power button to be held for a second for it to restart the loop, Did newegg send me yet another faulty board? Or is there something new with the 1.6 rev that i dont know about?

    Specs

    gpu: 9800gx2
Ram : 2x2 ocz reaper 1066 (tested with 1 stick at a time
power supply: coolermaster real power pro 750w

Looks like he has a slightly idfferent problem, as the other guy actually manages to see the POST screen while I think Chard doesn't.

First thing you should check is whether all the cable are properly seated. Not properly connecting a cable happens to the best of us ;)

Second thing is resetting CMOS and maybe removing the motherboard battery for some hours/over night. You might have gotten a refurbished board with some changed BIOS settings.

If those two aren't causing the problem then it's probably a hardware defect. It might also be the PSU which is defective, and this may have caused the oter board to die.
