    So it seems to have been a setting in the BIOS all along- replacing parts had no effect, nether did plugging straight into a wall jack. I changed the CPU Refrence and MCH ref to AUTO instead of setting it manually and it seems to be booting every time now. It's tough troubleshooting this because I have to leave the computer powered off for at least 24 hours for it to fail booting. 2 days so far have been successful, so I'll give it a couple more to make sure. I remember reading on here that leaving the CPU ref set to auto would be bad as the BIOS give the board too much power or something so I manually set it. I'll keep everyone updated, and thanks for the help!

    Having reference volts on auto is fine. As long as they don't need adjustment for stability, or to reduce excessive CPU Termination voltage, they'll be fine.

    Possible dangerousness caused by auto can be confined to CPU Termination, PLL, Vcore, ICH, ICH I/O and MCH Core. All other values are references and rely on some of the voltages mentioned for their value. MCH Ref and CPU Ref are locked to a % of CPU Term. As CPU Term rises/falls, so do the linked ref volts. The other linked voltages are MCH/DRAM Ref and Channel A&B refs, both linked do VDIMM. These refs are 90% of the time ok on auto, and never dangerous if the controlling voltage isn't dangerous.

    So it's been a few days now and not a single reset. Looks like the settings were most likely the problem all along. Thanks for all of the tips people!
