Anytime man, that's why we are here to help!!

Your English is fine, if I said something you don't understand please let me know and I will try to better explain it.

That voltage is safe, but you may not need that much MCH Core voltage. Temps are ok, but they could be better of course, but they are not bad. Do keep in mind also you computer is not going to be that hot all the time anyway, only when you stress it to the max which is only during testing like you are doing above, not normal use.

Keep them under 70-75 at load and you will be fine, less is better though of course!

Yes, 4Ghz is possible likely. Although you may need a better cooler, what are you using anyway or did you already say? (Sorry if ya did)

Give me your full settings you are using now for stable 3.8 and I will advise you some things to try out

It's almost certainly your cooler that's holding you back. I'm pretty suprised actually that you got that high with so small a cooler.
Judging from the msot recent reviews the Cogage TRUE Spirit is the new best-bang-for-the-buck champion:

Looks like all you need is more Vtt (CPU Termination) and possibly more vcore.

Less MCH Voltage if you only are using 4GB of ram.

And yes, sorry that cooler may not take you as far as you are wanting to go without being too hot.

With only 2GB of ram you can use Auto on the MCH.

You should be able to boot with 4GB, just be sure you set tRFC to 54 or so and set your ram voltage to spec and MCH to maybe 1.2-1.24

As for the rest, you need maybe 1.25-1.32 Vtt and possibly 1.38-1.425 Vcore, watch your temps
