EasyTune is the only software I know that shows the target voltages. As you can see the defailts in BIOS are not always the actual applied values.
Maybe it just need to be run as administrator, or in one of the compatibility modes.

Are you sure that ET6 won't run?
When it starts, it is minimized in the system tray and you need to double click on the icon.
If ET6 still doesn't work, is there a "mode" in windows7 that lets you run older applications. As a last resort, fill in your current bios settings using the generic bios template at the bottom of this post.

That was it, it was loading in the SysTray. Now why the hell would they have it set that way? I'm sorry, but if I have an "Application" that I have to launch from the Programs Menu, it better show up on my desktop. "ETcall" runs at startup and from what I see EasyTune reads info from that. Why hide EasyTune in the SysTray? Don't get it, but now that I found it here's the shot:

In BIOS, MemSet showed 12 was actually used.
Voltages looks ok, except maybe PLL that looks a bit high, I don't knw if it is safe value or not.

I saw that too, interesting, which one is correct?
I thought 1.7V+ in PLL was the "danger zone" and that the 1.65V showing would be OK.

I've noticed the Core i7 guys are under volting their PLL and then lowering their VCore: Undervolt CPU PLL

I only use ET6 for the Tuner-Advance-Voltage panel. When I reboot or shutdown with ET6 running, my system will have ET6 running in the system tray. I always exit ET6 before shutting down or rebooting.
Why hide EasyTune in the SysTray?
Maybe GB is ashamed of ET6.
In your case, CPU PLL is over-volted, 1.50 or 1.57 will work.

To prevent over-volting with stock or overclocked setups, I suggest that the following settings NEVER use the AUTO setting:

CPU Vcore----------- x,xxxxxV-------: [AUTO] <-- set to the x.xxx value displayed in your bios, higher when overclocking
CPU Termination----- x.xxxxV*-------: [AUTO] <-- set to the x.xxx value displayed in your bios
CPU PLL------------- x.xxxxV*-------: [AUTO] <-- set to the x.xxx value displayed in your bios

    MCH/ICH
    MCH Core------------ x.xxxV --------: [AUTO] <--- set to 1.20 for 2x2GB ram (1.24 - 1.26, or 1.05 might be needed)
ICH I/O-------------- x.xxxV --------: [AUTO] <-- set to the x.xxx value displayed in your bios
ICH Core------------- x.xxxV --------: [AUTO] <-- set to the x.xxx value displayed in your bios

    DRAM
DRAM Voltage--------- x.xxxV--------: [AUTO] <--- set to the max rated ram voltage (for most memory)

Using these manual settings has fixed many stability and boot problems for others. When oveclocking, these settings will need to be set up properly.

The remaining AUTO voltage settings should remain on AUTO, but some will need tweaking with high overclocks.

Note: MCH Core settings that are too high or too low will cause instability or boot problems. When using 2x1GB or more than 4GB, you will have to need to use lower or higher settings for your system.

    @profJim
Roger that. I'll set these to manual.
I did have the MCH Core @ 1.24V earlier with no issues.
I haven't had any Boot or stability issues so far but I also haven't tested extensively either.
I'll hard set these and run through stability testing to see if any thing causes an issue.

Thanks everyone for the assistance thus far...
