    Of course IBT results are the same as you even slightly underclocked.
    It's good to have several profiles if you don't want to run your system at max OC all the time, for different kind of use, so it's up to you.
    Do the same with IBT and then small FFT and finally blend. Use ET6 for vcore increments is needed and when it looks ok reboot make the changes in BIOS (ET6 changes are not saved in BIOS) and make final tests.

    So should I change to like 7.5 cpu multi in BIOS and then come into windows and change vcore incrementally in ET6? Or the other way around?

    Yes, increase vcore 2-4 ticks before you boot just to prevent possible crashes, then you can lower it back with ET6 and see if IBT/small FFT still pass with no errors.
    Click on the left/right triangles in ET6 decrease/increase values one level respectively.
    Click the round "Set" button at the bottom of ET6 advanced settings to apply the changes you made.
    With CPU-Z open you may or may not see the changes immediately as it's resolution is not as accurate.

    Ok well good and bad new so far, so this is the few changes I made~

    -increased cpu multi to 7.5 (now at 3.0Ghz)

    -increased cpu vcore up two ticks to 1.26250v

    Then saved and booted to windows just fine checked cpuz and ET6 and everything looks fine runnin at 3.0Ghz.

    Then ran IBT for 5 runs maximum stress 4 threads and all passed, output looked better as time went down and gflops went up to 37.

    Now the bad new... was running HWMonitor and Core 0 was hittin 71c on IBT which sucks. I had a feeling this would happen because I have a Lian-Li mini tower that has only a 90mm intake fan and 90mm output fan ontop of case, and the worst part is my case has the PSU mounted in the front when you open the case, so it sits right over the damn processor

    I am running Prime95 atm small FFT test and will see what I get, but I have a feeling that my settup with my PSU placement ,small case and no expansion for fans really puts the hammer on me. I had to get the CNPS8700 cause its the only aftermarket HS that would make clearance from the bottom of the motherboard to the PSU, otherwise I would have got a bad ass HS and fan... So not sure where that leaves me.

    71c in IBT is not that bad, what are the readings from the other cores? Those sensors are not accurate and may have +-5% in the higher range and even more at the lower range.
    maybe thermal paste is not applied properly, don't lose hope yet.
    You can see if your case is the problem simply by running with open case and a room fan blowing over it. If temps drop significantly then there's room for improvement.

    when I got that reading on core 0 71c the ambient room temp was about 84F, I then started to run prime95 and the temps where around 70c on core 0, the other cores where about 67-68c.

    I then turned on the AC in the house and have the case open and the ambient room temp lowered to 72F, (while still running Prime95 small FFT test) and the highest core 0 dropped down to 58-59c. So I am guessing my room temp has been too hot and I need a better case with more circulation, and definitely one that doesnt have the PSU mounted infront over the friggin cpu and HS

    Prime95 small FFT test has been runnin for an hour now with 0 errors and about 60c temp on core 0, I turned the ac off in the house.

    The PSU is in front or above the CPU? The PSU also suck air and exhust it so it's not bad if it's above the CPU.
    Mine has PSU above the CPU also, pics here.
    Try the open case test, it may give an idea if it is the case airflow or the CPU heatsink that responsible for the high temps.

    My PSU is infront of the CPU, so you cant really see the HS sitting behind it. So whenyou slide the side of thte case open you see the big ass PSU infront blocking the cpu HS

    And yes when I have the case open and the ac on so its not over 84F in my room, the core 0 temp significantly drops from 70c to 58c.

    Also, just finished running prime95 small FFT test for about 2 hours and 0 errors.

    not sure where to go from here... Sounds like 3.0Ghz is my limit right now with my airflow problem

    Never do 2 things at once, either A/C or case open otherwise there is nothing to compare it to. Compare open(with eoom fan) close case at the same conditions.
    Every change in ambiant temperature will normally result in the same change of core temps.
