If I cycle power off and then on it will come back on for a couple of seconds then go black again.

Now try explaining to your wife that even though you have been tweaking on the computer for the past couple of days YOU didn't cause this.... Yeah that went over well.

anyhow that's a new monitor in the last two screens from the other ones. wanted the 23" anyhow :)
Yeah I could just hear that argument...

    Try changing these:

    Advanced Timing Control
    tRRD.......................4.................4
    tWTR......................4..................4
    tWR.........................8.................12 <--8
    tRFC........................68...............68

    Static tRead Value...............8.....: 10 <--9
    tRD Phase0 Adjustment.......0.......: Auto
    tRD Phase1 Adjustment.......0.......: Auto
    tRD Phase2 Adjustment ......0.......: Auto
    tRD Phase3 Adjustment.......0.......: Auto
    Trd2rd(Different Rank)...........8....: Auto
    Twr2wr(Different Rank)..........8....: Auto
    Twr2rd(Different Rank)...........7....: Auto
    Trd2wr(Same/Diff Rank).........9.....: Auto
    Dimm1 Clock Skew Control............: Auto
    Dimm2 Clock Skew Control............: Auto

    Channel B
    Static tRead Value...............8........: 10 <--9
    tRD Phase0 Adjustment........1.......: Auto
    tRD Phase1 Adjustment....... 0.......: Auto
    tRD Phase2 Adjustment .......0.......: Auto
    tRD Phase3 Adjustment........0.......: Auto
    Trd2rd(Different Rank).......... .8.....: Auto
    Twr2wr(Different Rank).......... 8....: Auto
    Twr2rd(Different Rank)........... 7....: Auto
    Trd2wr(Same/Diff Rank)..........9.....: Auto
    Dimm1 Clock Skew Control.............: Auto
    Dimm2 Clock Skew Control.............: Auto

    Motherboard Voltage Control
    Voltage Type.………... Manual
    CPU
    Load Line Calibration......................:Enabled
    CPU Vcore….…….1.25000V...........:1.25625
    CPU Termination…..... 1.200V........:1.22V

Make the timing changes, MCH/Dram and Dram Termination all at one time. Then one at a time CPU Ref then test. Ask your self was that better or worse., if better leave it. If worse add one more notch and ask your self the better or worse question. Then do the same thing with MCH Reference and ICH I/O core.

BIOS vs FB board rev 1.6.

Thanks for the suggestions Conners I will give them a go this morning. I think I am probably going to have to slowly step back to 3.8 though as I'm up against the wall on CPU V core as far as heat when I run ITB (which I can pass right now) I just cant get P95 to pass.
