Normal program do not use the CPU all the time, a program can have two states, suspended or ready to execute. A program enter a suspend state when it waits for user input or waiting for data to arrive, from disk or network, windows message, or other kind of task that is executed by other hardware than the CPU, leaving the CPU with nothing to do.
When ready to execute it will be given CPU time, untill it enter a suspend state, or, if there are other ready to execute programs pending after a period of time (also called time slice, normaly few milliseconds).
While there are programs ready to execute the CPU will be at full utilization.

Prime95 or IBT stress threads for example are codes that do not enter suspend state as all they do are calculations, while the main thread is waiting for user input and other events.

EDIT: No, CoreTemp shows CPU utilization not load.

    wikipedia - Load (computing)

Technically, cpu load is not the same as cpu utilization.
We're not computer scientists, we're immature adults who insist on hot-rodding our systems, often beyond reason.

I prefer to look at them as the same thing, mainly because I'm forever mis-spelling utilization (and stability and instability).
CoreTemp displays "load" but it's almost always 100% when stress testing with IBT, Prime95 and probably OCCT and LinX.
RealTemp's single "load" display is consistently at 94% during these same tests on one of my backup systems.

Call it what you want....I don't mind being technically incorrect when we're talking about overclocking and stress testing our systems.

TaskInfo is a great shareware/trialware program that provides a wealth of really useful information about your system and each task that is running.
You can customize the screen display to show only the categories or graphs that you want.

LMFAO, I love waking up in the morning only to find ProfJim has graced me with his presence on the thread

Thanx again for the info guys, I didnt mean to get too technical I was just tryin to get to the bottom of this cpu "load" vs. "utilization" and you guys got me pretty straight forward on the difference now

Thanx for the link for TaskInfo ProfJim, Ill be downloadin' it!

You know I have never had so many monitoring programs, benchmarking and stability programs on my computer in my whole life till I came here LOL, and so glad I did cause I am getting a happy system

My bet is that Brigs joins Conners, D-an-W, and Octopuss where he too will devote every waking moment in the elusive quest for stability with high overclocks
