    Last time i ran into the reboot cycle , shorting the clr cmos pins fixed me right up. Only had to hold the screwdriver to them for 10 seconds or so and pushed the power button a few times. Others will recommend taking out the cmos battery for 2 - 24 hours . U wanna be sure its clearing, try the 24 hour thing and be sure all power is disconnected from the rig.

    I have done what you said before but It didn't work and the PC still continuously reboot itself but today I just tried something by unplug the ATX_12v2_2x's cable from my mobo and it worked so I guess the problem is either at my PSU cable or my mobo.
