Not sure what you are asking. As for power consumption there is no problem it's just a fan and it connects to the CPU fan header.
If it is like the CNPS8700 I had, they are indeed very quiet, but there are better coolers now.

Yes air cooling of course. Make sure the one you choose does not block the memory with the high heat pipe.

Sorry to interrupt this thread but I am also having a problem with my memory. I am currently running my computer with one stick of memory and at 3.5 ghz (10.5 X 333). I can get both sticks of memory to run stable at this speed, but when I try running both sticks of memory (in dual and single channel) it will not boot even at 2.66 ghz (8 X 333). Can you please let me know if this is a motherboard or memory problem? Also I am running bios version F6C. Please let me know if you need to know my exact motherboard settings.

    Thanks!

See if these settings help any. You do know that memory is meant for X58 or P55 right, and it may not function properly on a P45 board. Be sure you are using the latest BIOS as well.

I am stably for now. I first tried your new settings with the highest setting except CPU Termination I had at 1.25V and I had a system restart, so I changed the CPU Termination to 1.34V and it seems to work fine. I will let you know if I run across any further stability issues. Thanks for your help.

Also you might want to think about changing the wording on you bios template. Under the CPU Termination & CPU PLL you say to set it to stock voltage because it may overvolt if you leave it on auto, then you say Auto is fine you are not overclocking. Then at the very end, which on my screen resolution I did not see at first, you have the optimal settings. To me this seems like you wanted people overclocking to set the voltage to stock, this is a little confusing.
