Default Computer turns on but no boot, after power outage

While I was in class, the power went out briefly, all over town. When I returned home, about 45 minutes after the outage, my computer was on but nothing was showing on the screen and no power was running to the usb mouse and keyboard. I also have a component keyboard plugged in, which does have power to it.
Also, the fans are going crazy and the led CPU load lights are at max. (GA-X58-UD5)
The post code reads 89, flashes to C1 and other codes for a split second (C1 is the only code i could read, then returns to 89.

Im writing this during another of my classes, so i havent done anything to fix it. When I get home, I will attempt to reset the cmos.

Any other ideas on what i could do to diagnos this?

i had a power cut once and it blew something in my psu, that was on my hp pentium 4,i would try another psu if you have a spare even tho it powers up it might be faulty after the power cut..and c1 error code means faulty ram, code 89 means assign irq's to pci devices and set up acpi table to top of memory, yes try resetting/clearing cmos at rear switch or jumping motherboard pins, also take out cmos battery and leave out overnight then plug back in and try

Good news, after getting home from class, i decided, before resetting the cmos, to remove all peripherals but the monitor, unplug the power cord, wait a few seconds, then plug it back in. I powered up again, and displayed the expected "unexpected shut down" message.

Thank you wazza for the quick response. for the error codes, i went here: BloodRage: AWARD & Intel X58 POST Code/Debug LED Guide - XtremeSystems Forums

unfortunately i dont understand what "assign irq's to pci devices and set up acpi table to top of memory" means/how to do that. I'd love to know though for future reference.

im glad you fixed it,the psu should have built in power protection maybe all it needed was a reset by unplugging it
