i've just set the clock to 1333Mhz, and raise the DDR3 voltage to 1.65v.
when i set the timings to auto (9-9-9-30), it can't load windows. keeps on restarting before finish loading windows.
when i set the timings to manualy (9-9-9-20), it can't even post... blank screen. had to clear the cmos to get to bios again...

Did you try setting the timings to auto and perform DQS training? Those timings do not sound correct for that memory to me.
    x CAS# latency Auto 7T 9T9T
    x RAS to CAS R/W Delay Auto 7T 9T9T
    x Row Precharge Time Auto 7T 9T9T
    x Minimum RAS Active Time Auto 30T 30T 20T
    x 1T/2T Command Timing Auto - - - -1T
    x TwTr Command Delay Auto 4T 5T 7T

I know you flashed that bios to F7b but you may need to try flashing it again to an earlier bios. Be sure if you do the settings are on optimized default settings.

I believe the memory, or the version the CMOS was flashed to is bad. It could be one or the other. The Auto memory timings suggest this.

flash the cmos ? do you mean flash the bios ?

and i'm curious, how does the Auto memory timings suggest this, please brief me more about this

Yes I am suggesting you may want to flash the bios to an earlier revision. Sometimes when the timings are off it is the bios that caused it.
Here is a good tutorial from Lsdmeasap which explains this in terms of a intel based board.
    http://forums.tweaktown.com/f69/memo...vs-bios-27283/
You can google and research timings as I do. example: search row cycle time or trp Tech ARP - SDRAM Row Cycle Time
Never should the Minimum RAS Active Time be higher than the row cycle time.
Also you should research SPD values. You can use programs for this like Memset 4.0
    Tweakers.fr
Another indication is by looking at your numbers at 1066Mhz. They are off as well.
My question to you is are you using a (AMD Phenom II X4 955 BE 3.2Ghz) , or a AMD Athlon II X2 245?
If you are using a Athlon II X2 245 the memory controller only goes to 533Mhz or DDR1066. Here is more on this.
    AMD Athlon II X2 245 - ADX245OCK23GQ (ADX245OCGQBOX)
If this is the case you will need to OC the memory controller by raising the CPU NB VID voltage which is voltage for the memory controller about +.2 to obtain a 1333Mhz OC. But this is OCing and you know that this usually means you got to watch temperatures. You may need to install a better cooling system eventually. But you can monitor your temperatures.

i'll flash the bios to an earlier version. which one do you suggest ? F5 or F6 ?

i'm using phenom II x4 955 BE. the athlon II 245 was only to test the mobo.
do i need to set other voltages too ? (nb vid, vcore, ddr3 voltage, etc)

No The Phenom II X4 955 Black Edition2 has a 667Mhz or DDR1333 memory controller.

i'll try using F5 and then F6 and see what the auto timings are. but not now, i'll stick with F7 and try to tweak around the timings.
then if all fails, i'll flash to earlier bios.

when the clock is 1066Mhz, the auto settings are 7-7-7-30, trc is 27
when the clock is 1333Mhz, the auto settings are 7-7-7-30, trc is 33
so, the Minimum RAS Active Time is < then Row Cycle Time on 1333Mhz, but the Minimum RAS Active Time is > then Row Cycle Time on 1066Mhz.

and when i check using cpuz (the latest, 1.52, 64bit), it shows the memory timings are 7-7-7-16 trc=27... is this normal ?

okay, i've read the site's you mention, and conclude that :
    tRAS = tCL + tRCD + tRP (+/- 1)
    tRC = tRAS + tRP

    so,
on 1066Mhz, the timing should be 7-7-7-20/22 and trc is 27/29
    and
on 1333Mhz, the timing should be 9-9-9-26/28 and trc is 35/37
    right ?

on 1333Mhz, the timing should be 9-9-9-26/28 and trc is 35/37
No on 667Mhz or DDR1333Mhz it should set to 9-9-9-20 and row cycle time is 30 9+20+1 But if you go back and look at the Auto settings at 1066Mhz you will notice they are off.
so i don't have to change any voltage setting (nb vid, vcore, etc)
That is correct, unless you are using more than 4GB's of memory or are overclocking. If you are using more than 4 GB's of memory or overclocking you may or may not need to adjust voltages a little.
You just need to adjust memory voltage per manufacturers specifications.
